This article reviews the debate over organization of government documents in libraries. Since Michael Waldo summarized the history of the debate (through 1975), dramatic changes have occurred due to the availability of GPO cataloging. New theories, studies, and experiments have appeared, and the formerly opposed viewpoints appear to be reconciled
