Research Article| October 01 2021 Senator Elbert D. Thomas and the Fate of European Jewry W. Raymond Palmer W. Raymond Palmer W. RAYMOND PALMER is a research affiliate at the Max and Tessie Zelikovitz Centre for Jewish Studies at Carleton University in Ottawa, Canada. He also operates a small historical research business. At present, Dr. Palmer is actively engaged in a book project on the activities of the London office of the World Jewish Congress during the Holocaust.
