Abstract

Along with the rapid development of urbanization and motorization, the vehicle ownership in Beijing have created a series of new records in the last five years and the road supply can't keep up with the traffic demand. The road congestion has become one of the main constraints of urban development. In order to alleviate the situation, the Beijing Traffic Management Bureau successively published a series of transportation demand management policies, such as parking fees charged standard, congestion cost, increasing fuel prices, trying to stimulate citizens to consciously reduce traffic demand and improve the urban travel predicament with the help of economic levers. However, the actual effect is much limited. On the basis of data collection and analysis, this study adopts the methods of structural equation modeling to explore the internal relationship between various effect factors and the extent of every factor to the management effect, and put forward any suggestions from the perspective of sustainable development. The results show that the economic measures have a greater effect on the mitigation of traffic congestion in Beijing, and the final results of the implementation of TDM are influenced by many factors, such as personal attributes, travel experience and others, furthermore, the extent of each factor is different. The research findings have a certain practical significance for Beijing to optimize the development and implementation of the economic traffic demand management policy.
