From the role of superintendent of the first tribally controlled school at Rough Rock, Arizona, to the director of the Bureau of Indian Education, Dr. Charles Roessel reflects on his experiences in American Indian education and self-determination. He describes the policy and political challenges he encountered while pushing forward a tribal self-determination agenda in Indian education.
