Abstract

This study aims to determine whether the ad hoc agency selection process is running as it should and to find out what are the inhibiting factors in the ad hoc agency selection process in Tomohon City. This research was conducted from March to November 2022. The research used a qualitative approach by conducting in-depth interviews with 10 informants. Secondary data was obtained from related agencies, namely through the General Election Commission (GEC) of Tomohon City. Secondary data was also obtained through books obtained from local bookstores and the internet via Google Scholar in the form of books, journal articles and theses related to the topic of this research, namely the selection of ad hoc bodies. The results of the research show that there is still a lack of socialization by the GEC so that the interest of residents to become an ad hoc body is still lacking. One of the obstacles that is often encountered during the selection process is selector constraints, namely the difficulty in getting qualified selectors, honest and able to provide an objective assessment, especially when selection at the level of the Voting Committee (VC) and Voting Organizing Group (VOG), the closeness factor is still very influential when the selection process took place, this is what caused many members of the Tomohon GEC ad hoc body to be dismissed.
