Abstract

This expert article deals with the issue of the so-called sub-limit sources of a very dangerous risk consisting in both the serious consequences of accidents and the high frequency of occurrence in the Czech Republic. Particular modelling of the various low-mass emergency releases of toxic ammonia clearly indicates a danger to the population. In the next part there is only a very brief instruction by the General Director of the Fire and Rescue Service that solves the issue adequately and provides professional and methodical procedures for capturing and evaluating sub-limit sources of risk. This clearly improves the prevention of these events, increases the readiness for these releases of hazardous substances and, last but not least, it can also increase the preparedness of the population to respond correctly to a leakage of below-limit amounts of certain hazardous substances.
