Abstract

Rather than thinking of freedom and security as values in opposition to each other, we can find ways in which they can exist as mutually enhancing strands of a single cord. Ten strategies are presented that enable us to enhance both religion and security as essential components of a healthy society: distinguishing between groups and individuals; utilizing existing legal categories; avoiding simplistic thinking about religion; registering religious groups; respecting institutional autonomy of religious communities; treating religious groups equally; anticipating unintended consequences of repression; looking for non-juriscentric approaches; enhancing communication and differentiating society's interests from those of the ruling political coalition.
