Abstract
The approval of the Security Council Resolution 1325 has been seen as a political victory for some activists as well as for the United Nations institutional framework. The importance of the approval of such resolution, from the sole global institution, has usually misled the legal importance of the decision. The Resolution established legal obligations, that articulated with subsequent resolutions created a mechanism based on a plan of implementing international law into the domestic level, including the development of national action plans (NAPs). However, the most important feature of the Resolution is the progressive development of international law therewith and its valuable binding legal effect, which has sadly been left aside.
