Abstract

Abstract : This paper briefly summarizes challenges the recruiting force is facing with the robust economy, changing youth attitudes, American perspectives on military service, and internal inefficiencies when maintaining parallel recruiting structures - United States Army Recruiting Command (USAREC) and Army National Guard (ARNG) Strength Maintenance. The authors suggest a fresh look be taken at how the Army is structured to recruit. Along with a structural change to total Army recruiting, the authors offer operational innovations and improvements for consideration. A strategy is proposed that advocates the creation of a new Total Army Recruiting Command led by the Army National Guard. The ARNG structure would be the backbone of this command, state staffs would be augmented with other components, and one combined accession mission would be assigned to multi-component recruiting teams; teams trained and able to recruit for all components. Restructuring USAREC, by dissolving five brigade and forty-one battalion staffs, would allow many mid-level leaders to return to active units that are undermanned and stretched thin with a high operational tempo. Other benefits outlined from a combined program include: resource savings, enhanced integration, better service to prospects, reduced competition, reduced DEP losses, synchronized benefit packages, and increased trust among components.
