In accordance with Article 43 of Regulation (EC) 396/2005, EFSA received a request from the European Commission to provide support for the preparation of the EU position for 51st session of the Codex Committee on Pesticide Residues (CCPR). In 2018, JMPR evaluated 15 active substances regarding the setting of toxicological reference values to be used in consumer risk assessment (chlorfenapyr, ethiprole, fenpicoxamid, fluazinam, fluxapyroxad, imazalil, kresoxim‐methyl, lambda‐cyhalothrin, mandestrobin, mandipropamid, norflurazon, pydiflumetofen, pyraclostrobin, pyriofenone, tioxazafen) and 27 active substances regarding the setting of maximum residue limits (MRLs) (abamectin, bentazone, chlorfenapyr, cyantraniliprole, cyazofamid, diquat, ethiprole, fenpicoxamid, fenpyroximate, fluazinam, fludioxonil, fluxapyroxad, imazalil, isofetamid, kresoxim‐methyl, lufenuron, mandipropamid, norflurazon, oxathiapiproline, profenofos, propamocarb, pydiflumetofen, pyraclostrobin, pyriofenone, pyriproxyfen, sulfoxaflor and tioxazafen); EFSA prepared comments on the Codex MRL proposals and the proposed toxicological reference values. In addition, EFSA provided comments on follow‐up assessments of JMPR on pesticides where specific concerns were raised in the previous CCPR meetings. The current report should serve as the basis for deriving the EU position for the CCPR meeting.

Acute intake assessment: evolution within the Codex Committee on Pesticide Residues

The Codex Committee on Pesticide Residues (CCPR), in its development of international standards, has been considering during the last few years the implications of residues of acutely toxic pesticides in food commodities. CCPR has asked its scientific advisory body, the Joint FAO/W HO Meeting on Pesticide Residues (JMPR), for advice on the safety of the standards that are being developed. This work began in 1993. The 1994 JMPR first decided to use the ‘acute reference dose’ as a toxicological benchmark for a ‘short-term ADI’. A number of acute reference doses have been allocated at subsequent meetings. The 1998 JMPR decided to consider the allocation of an acute reference dose whenever a full evaluation of a pesticide is undertaken. General guidance for the allocation of an acute reference dose was provided by the 1998 JMPR, which is discussed in this paper.

Codex Alimentarius Approach to Pesticide Residue Standards

To protect consumers' health, most countries have maximum legal limits for pesticide residues in foods. Trade difficulties can arise when limits differ between countries. The Codex Alimentarius Commission was established in 1962 to implement the Joint FAO/WHO Food Standards Programme, the purpose of which is to protect consumer health and ensure fair practices in international food trade. The Codex Committee on Pesticide Residues (CCPR), an intergovernmental body which advises the Commission on matters related to pesticide residues, is responsible for establishing maximum residue limits (MRLs) for pesticides in foods and feeds that move in international trade. Codex MRLs are based on residue data obtained mainly from supervised trials that reflect approved pesticide use in accordance with "good agricultural practice." MRLs must be toxicologically acceptable in terms of estimated pesticide intake by consumers. CCPR Working Groups examine problems related to establishing and implementing MRLs, including sampling and methods of analysis. Despite time and effort expended, acceptance and application of Codex MRLs face many problems in international trade.

In 2017, Joint FAO/WHO Meeting on Pesticide Residues (JMPR) evaluated 15 active substances regarding the setting of toxicological reference values to be used in consumer risk assessment (bicyclopyrone, chlormequat, cyclaniliprole, fenazaquin, fenpropimorph, fenpyrazamine, fenpyroximate, fosetyl Al, isoprothiolane, natamycin, oxamyl, phosphonic acid, propylene oxide, thiophanate‐methyl, triflumezopyrim) and 36 substances for deriving maximum residue limit (MRL) proposals (acetamiprid, azoxystrobin, bicyclopyrone, captan, chlormequat, cyclaniliprole, cyprodinil, 2,4‐D, difenoconazole, fenazaquin, fenpropimorph, fenpyrazamine, fenpyroximate, flonicamid, fluensulfone, fluopyram, flupyradifurone, fosetyl Al, imazamox, imazapyr, imidacloprid, isoprothiolane, isopyrazam, natamycin, oxamyl, phosphonic acid, picoxystrobin, propiconazole, propylene oxide, prothioconazole, quinclorac, saflufenacil, spinetoram, tebuconazole, trifloxystrobin, triflumezopyrim); EFSA prepared comments on the Codex MRL proposals and the proposed toxicological reference values. In addition, EFSA provided the views on follow‐up assessments of JMPR on pesticides where specific concerns were raised in the previous CCPR meetings. The current report should serve as the basis for deriving the EU position for the CCPR meeting, relevant findings are summarised in this report.

In accordance with Article 43 of Regulation (EC) No 396/2005, EFSA received a request from the European Commission to provide support for the preparation of the EU position for the 45th session of the Codex Committee on Pesticide Residues (CCPR). In 2012, JMPR evaluated 12 active substances regarding the setting of toxicological reference values to be used in consumer risk assessment, 7 new compounds (ametoctradin, chlorfenapyr, dinotefuran, fluxapyroxad, MCPA, picoxystrobin, sedaxane) and 4 part of periodic reevaluation (benzoate, fenpropathrin, fenvalerate, glufosinate-ammonium). Regarding the setting of Maximum Residue Limits (CXLs), JMPR assessed 26 substances (ametoctradin, azoxystrobin, buprofezin, carbofuran, chlorfenapyr, chlorothalonil, cycloxydim, cyfluthrin, cyromazine, dichlorvos, dicofol, dinotefuran, fenvalerate, fludioxonil, fluopyram, fluxapyroxad, glufosinate-ammonium, imidacloprid, MCPA, methoxyfenozide, penthiopyrad, phorate, picoxystrobin, sedaxane, spinetoram and trifloxystrobin). EFSA derived comments on the JMPR evaluations regarding the acceptability of the proposed draft Codex MRLs and the toxicological reference values.

EFSA prepared comments on the Codex MRL proposals and the proposed toxicological reference values. In addition, EFSA provided further considerations on follow‐up assessments of JMPR on pesticides for which specific concerns on the toxicological or residue assessments were raised in the previous CCPR meetings (afidopyropen, fluensulfone, metconazole, propiconazole). The current report should serve as the basis for deriving the EU position for the CCPR meeting.
