Abstract
The article is devoted to V. Ya. Tatsiy's scientific achievements in the field of law, who is the Doctor of Law, Professor, Academician of the National Academy of Sciences of Ukraine and Academician of the National Academy of Legal Sciences of Ukraine, Honored Worker of Science and Technology of Ukraine, Hero of Ukraine and the author more than 800 scientific works, including almost 50 monographs, commentaries on legislation, textbooks and manuals, many articles, brochures, abstracts of scientific reports and communications, educational and methodical literature, articles in dictionaries, encyclopedias, periodicals.

Тацій в своїх працях також зазначає, що досягнення максимальної ефективності та якості норм законодавства про кримінальну відповідальність є неможливим без забезпечення стабільності законодавства у відповідній сфері, оскільки зворотне призводить до порушення його системних зв'язків, ускладнює реалізацію верховенства права, законності й справедливості та може зумовити низьку ефективність кримінально-правового регулювання
Summary
Разом з тим потрібно визнати, що не існує якихось особливих кримінально-правових відносин, які за своїм змістом були б лише правовими. Тому не може бути ніяких кримінально-правових відносин до прийняття (набрання чинності) закону про кримінальну відповідальність. Вони не можуть існувати і після його скасування, бо для їх виникнення і функціонування необхідні, по-перше, наявність відповідних суспільних відносин; по-друге, забезпечення цих відносин нормами законодавства про кримінальну відповідальність.
