Within this framework he discusses the 1972-73 El Niiio, and traces the social, political and economic repercussions of this phenomenon at local, regional and international levels. Following an analysis of the previous studies of the industry and El Nirio conditions, he makes several recommendations for future policy makers with regard to the regulation of the industry and conservation of anchoveta stocks.
