Abstract
The ethical, effective school public relations program will be directed toward bringing about mutual understanding. Those concerned with implementing such an effort must not blindly acquiesce to the demands of particular interest groups. At the same time, an effort directed toward building mutual understanding acknowledges that citizens deserve a voice in how their schools are managed. An important objective of a PR effort includes building channels that will allow more effective communication to take place.
