Abstract

among explanations of the current high level of youth un-employment has been the concern that the wage expectations of youngpeople are out of line with what the market can pay for their particular typeof labour. Indeed, through various policy measures, such as the upperearnings limits on both the Young Workers Scheme and the New WorkersScheme, and the relatively low training allowances paid to participants onboth the Youth Opportunities Programme (YOP) and Youth TrainingScheme (YTS), the government can be seen to have made efforts to holddown both youth wages and young people's wage expectations.
