Abstract

The latest major attempt to revise the Federal Insecticide, Fungicide & Rodenticide Act in the past 10 years was passed by the House late last month. Key provisions would speed up reregistration of existing pesticide products and end indemnity payments to manufacturers for existing stocks of banned products. The bill is expected to be passed quickly by the Senate unless controversial amendments are added. Lawmakers have been unhappy with the way the Environmental Protection Agency has been carrying out its mandate under the existing law for several years. However, they have not been able to pass a new law even though the existing statute expired in 1983. Both houses passed new versions of FIFRA last year, but could not come to agreement on differences between them before Congress adjourned.
