Abstract
Abstract : This paper presents a study of selected historical examples of the use of sanctions, across the spectrum of conflict, and evaluates these examples for tactical, operational and strategic success or failure. Intent versus result, in the relationship between the operational and strategic level of war, is measured to assess the effectiveness of sanctions for the operational commander. Within the the process the paper concludes that sanctions, while sometimes successful at the tactical and operational levels of war, by themselves do not achieve strategic goals.
