Abstract

The protection of critical infrastructures has become a concern for the achievement of the strategic purposes of countries and organizations. Brazilian government began to demand from port facilities the compulsory structuring of protective measures to meet demands agreed with international entities, such as the development of security risk analysis plans. This study provides a constructivist approach to the analysis of security risks in port facilities, enhancing the understanding of its managers from a multi-criteria perspective. Thus, the assumptions of the MCDA-C methodology were employed in a study case conducted at the Santa Catarina Port Terminal. However, as a result, it was possible to include in the same model technical aspects associated with the structuring of planning and risk analysis and subjective aspects of how a manager attributes greater relevance to elements that influence his performance regarding the safety of the port facility.
