Safety of Vascular Neck Restraint applied by law enforcement officers

Abstract

• Safety concerns exist regarding neck restraints used by law enforcement officers. • We reviewed uses of the Vascular Neck Restraint technique in 3 agencies. • There were 944 uses against resisting subjects, and over 85,000 training uses. • We found no deaths or significant injuries, minor injuries were rare. • The technique was estimated to be effective in over 90% of uses.
