Abstract

In China, guaranteeing traffic safety in township sections of arterial highways is an urgent and difficult problem. The study summarized in the present paper discusses a different type of safety guarantee technology based on traffic safety diagnosis and focused on existing conditions of the highway. The method first analyzes potential traffic safety problems of an arterial highway, and then designs a suitable traffic safety diagnosis table. Engineers can apply the diagnosis table to field surveys and score according to the significance and severity of the problem. The problems are then ranked according to weight in order to establish a priority order of the problems to be solved. Improvement countermeasures are offered based on that order, applying benefit-cost-ratio to rank and optimize those improvements. An arterial highway in Shanxi is improved with the guarantee technology. The approach is useful and feasible in China, and may change traditional ideas about traffic safety.
