Abstract

As we approach the 21st century, diffusion of nuclear power technology to meet the growing demands for secure, reliable potent energy technology strategy is essential. It must not be assumed that mankind can continue to rely on oil as our main source of energy for the future. For industry to survive and thrive, and assuming that the safety barrier can be crossed, the potential for utilizing nuclear power is limitless. In view of the possible hazards of nuclear power generation, effective safety and reliability management is of paramount importance. This paper reports on the operating conditions, policies, and procedures adopted by management and the technical staff of Ikata power plant to achieve an accident-free operation. After exploring the operating conditions at the plant, the factors behind high operating efficiency are discussed. These factors include the initial plant's design for reliability, implementation of long-term safe operation, extensive maintenance management, shortened inspection intervals, and promotion of employee education and training. During my tenure as the fourth plant's Superintendent, preserving the accident-free operation and high operating efficiency were two major principles guiding our operating decisions. In addition, taking positive steps to create and reinforce a sustained invigorated work environment through an effective partnership between man and technology was a foremost priority.
