Abstract

Russian observers ponder which road Russia will chose for its future. Undoubtedly, the global order in 2020, managed for decades by the U.S., is showing significant hairline cracks. It is only a matter of time before these cracks in the international order dangerously expand and contribute to a crumbling and failed system. The rise of China, the annexation of Crimea, the rising tensions in the Persian Gulf, and the reemergence of the Taliban portend the inevitable collapse of the present order. One key question looms large: What will the future of the Arctic look like now that Russia is mobilizing its military assets and operations for the region? This reality has departed significantly from Mikhail Gorbachev’s 1987 Murmansk speech when he defined the Arctic as a “zone of peace.”
