Particular attention is paid to the influence of education on such qualitative characteristics of society as “spiritual atmosphere”, “creative environment”, “new intellectual environment”. The formation of the institutional basis of education is traced. The reviewer pays special attention to the formation of a new for that time ideology of education, when education was given the character of a state project that required systematic state decisions. Following the author, the reviewer reflects on the unique nature of the emerging university system, on Russia’s contribution to world achievements in the theory and practice of education.
