Abstract

Through what is called the National Gateway, the rail operator CSX is hoping to confer economic and environmental benefits by opening more facets of rail infrastructure to trains carrying freight containers stacked two high. As part of this initiative, the Harpers Ferry rail tunnel, constructed in 1894 near that historic West Virginia town, has recently been expanded and enhanced.
