Abstract

Educational policy starts from the premise that the long- and medium-term reforms that have already been elaborated in the economic, social, and political sectors cannot achieve success without adequate human resources. As regards these resources, education's role is to ensure that the necessary level of quality is achieved to meet the future needs of society. Educational reform is thus not just a means of restructuring the education system, but also an important factor in social change.
