Abstract
This is a study on gender aspects of poverty, based on a three-part survey, which is being conducted on the territory of Serbia, from 2014-2016: desk research of the legislative and functional framework of institutional work that provide various social services and two groups of structured interviews with ethnographic elements of the providers and recipients of social services in rural areas. The action element of the research represents the basis for reform activities aimed at the social protection system that would create progress in this area. Non-governmental and state organisations; that are operating in the field of social protection and support; working in the situation of the incomplete transition from the system controlled by the state, to the system of small single organisations offering social support services, partaking in the market competition. We are going to show an abstract of socio-political frame in which these organisations operate, and the situation seen from the viewpoint of the representatives of the organisations.
