Abstract
China is developing autonomous weapons systems and military robots. Though evidence is sparse, the pace and scale of activities are likely behind those of the United States. Even the US armed forces face enormous challenges developing and deploying killer robots–lethal autonomous weapons systems (LAWS)–in combat. For China, these challenges are magnified by the nascent state of the Chinese robotics industry, the low informatization in Chinese armed forces, and lack of clear champions for Chinese robot armies or navies. Specialists agree that the arrival date of the robotics revolution in military affairs is hard to predict. As for the United States, China’s military robots may not constitute the threat currently ascribed. China will avoid ethical dilemmas Western countries face in use of military robots.
