Abstract

Robert Baldwin is given a special place in the study of local government in Ontario. The Baldwin Act of 1849 is considered the foundation of responsible local government in Canada West, as Ontario was called at the time. This legislation served as a model for municipal legislation in other provinces, and its legacy has lived on into the twenty-first century. This article discusses Robert Baldwin, the role he played in governing generally in the 1840s, the circumstances of the passage of the Baldwin Act in 1849, and the content of the legislation. The conclusion is a reconsideration of the role that Baldwin played in the development of responsible local government in Ontario.
