Abstract
This paper describes the automatic number plate recognition (ANPR) system used by the UK police to fight crime and terrorism. Originally used for enforcing traffic rules, the ANPR has evolved into a mainstream policing tool, culminating in the formation of a national intelligence-gathering network that can monitor and record almost every journey of every vehicle in Britain. Despite the many benefits of the ANPR system, there are concerns over the possibility that the system could undermine hard-won civil liberties. Further, the chances that errors will be made are much higher with a surveillance system that relies on multiple government databases. Public confidence in ANPR, which in turn will determine the system's effectiveness in fighting crime, will ultimately depend on keeping such errors to an absolute minimum.
