Abstract

In the framework of this study, we analyzed the experience of formation of a cluster economy was analyzed. The analysis showed a high potential for development of the region in the transition from analogue to digital structure of the economy. The global trend to involve independent teams of specialists determines the need to create an IT cluster. The cluster approach is a modern form of integration of the region into the global economy. Comfortable conditions for cluster residents increase their competitive advantages. Competition within the cluster promotes accelerated development and implementation of technologies. The creation of an IT cluster in RNO-Alania also gives residents an opportunity to optimize a plenty of costs, which is currently an important and necessary condition for competitiveness. The gradual development of the cluster from solving simple tasks to developing complex software makes it possible to simultaneously raise the level of local specialists and the level of specialized education. The basis of the future cluster can be the North Ossetian State University named after K.L. Khetagurov and the North Caucasus Mining and Metallurgical Institute (State Technological University), where about 500 students study at the technical faculties together. Unlike large regional IT clusters such as Innopolis in Kazan, whose residents are foreign companies entering the Russian market, the Perm cluster specializing in microelectronics and the Novosibirsk cluster developing information and biopharmaceutical technologies, the North Ossetian IT cluster should initially be built on the outsourcing model for third-party customers. The implementation of such a project on the territory of the republic will also give impetus to a number of related industries, such as the commercial real estate market, inbound business tourism, which will have a positive effect on the revenues of the RNO-Alania budget and the development of social infrastructure.
