Abstract
The article examines the meaning of housing and communal infrastructure in the system of the social infrastructure. The structural components of housing and communal infrastructure are defined. There are housing, sanitary enterprises, service of engineering networks and structures, energy infrastructure, infrastructure of external improvement, enterprises of consumer service, ceremonial and special services. The importance of housing and communal infrastructure in the social development was justified and noted that development and efficient operation of housing and communal infrastructure causes the comfortable living conditions for the population and satisfaction of their primary needs. The status of housing infrastructure was investigated and the basic problems of its development were identified. There are ineffective policy of management of social sphere, low quality of services, obsolete technologies, low energy efficiency and depreciation of material and technical base, disparity of quality of housing and communal services to European standards, high level of monopolization of services, violation of the order of acceptance into the operation of buildings, low indicators of the provision with a living space equipped with water supply and drainage, etc. Effect of development of social infrastructure was defined at ensuring of economic security of the State through the satisfaction of human needs in quality housing. Priority tasks of the policy of ensuring at the consistent economic development through the ensuring the proper functioning of housing and communal infrastructure was defined. There are technical renovation of infrastructure outturns, modernization of technology, improving the organization of management of housing and communal infrastructure, development of competition of housing and communal services, improvement of the regulatory framework.
