Abstract
The main emphasis of this paper has been on the development of a decision support system based on the heuristic search procedures. The system is formulated in three levels to accept different kinds of informations. In the first level where accessible informations are of deterministic or with definite objective probability in nature, decision making is carried out by procedures of evolutionary relations with active informations. The second level is to enhance the confidence of first level by supplementary heuristic search. It makes the decision more concordance between available recources and real world. Third level provides means to evaluate the goal states from the cooperative search of the preceeding levels, suggestions are given where to find resources to improve the confidence of decision on avoidance of risks that may happen. The scheme provides rich interactive implementation.
