Methods The first grade indicators of fundamental immunity levels , measles case surveillance and prone to were assessed by assignment method. Each first grade indicator included 5 second grade indicators. The second grade indicator scores were added up to get the first grade indicator score. The total score was set at 100.00, and districts of which scores above 50.00 were identified as high risk areas. Results The weakest basic immune in Wenzhou was Ouhai district (score 25.50) and Yueqing city (score 23.50) . The supervision should be strengthened, and the scope of emergency vaccination targets should be expanded for the districts in low quality such as the Economic and Technological Development Zone and Lucheng district. The coverage rates and timeliness rates of vaccination should be increased in low basic immunity level district, such as Longwan district and Yueqing city.
