Abstract
This article examines the issues of openness and transparency of the activities of state authorities and local governments in terms of providing public access to open data. An analysis is made of the real possibilities of exercising public control over the openness of the functioning of state institutions. Shortcomings in certain areas of control are revealed and appropriate mechanisms for improving its effectiveness are proposed.
