Abstract
Richard L. Cowden, a senior staff officer with USDA's Plant Protection and Quarantine (PPQ) Animal and Plant Health Inspection Service (APHIS), died 11 September 1986 in Frederick, Md. Cowden attended Muskingum College, New Concord, Ohio, from 1949 to 1951, then Ohio University in Athens, from which he received a B.S. in botany and an M.S. in ecology. He served in the U.S. Army's Bacterial Warfare Section at Dugway Proving Ground.
