Abstract
Abstract The city of Kewaunee, Wisconsin (population 2864), recently completed a major downtown renewal project that emphasizes its Lake Michigan and Kewaunee River waterfronts. Careful phasing of projects took advantage of federal and state financing programs as well as a state tax incremental financing program, which initiated local matching funds. This planning enabled Kewaunee to build a new breakwater and turning basin, a 112‐slip recreational marina with floating docks, a waterfront walkway and scenic overlook, a harbor park, and an improved boat landing. Private developers added a new 32‐unit motel, several restaurants, a full boating service center and boat sales facility adjacent to the municipal marina, and a factory relocated into a new industrial park. Kewaunee's experience provides an example to other communities that are considering urban renewal projects and methods of financing them.
