Abstract

This research aims to prioritize strategic recommendations inGovernment Relations, aligned with the Navy Strategic Plan forthe period from 2020 to 2040. Six strategic recommendations wereconsidered in the research: mapping of stakeholders; mapping ofprofessional competencies in the area of Government Relations;involvement of the Government Relations area in strategic initiatives;internal and external management of the results of the GovernmentRelations area; joint use of a strategy that brings together the differentcharacteristics of Government Relations (legal, technical, ethical,cultural, among others), submitted to a process of elaboration ofdiagnosis and solution of the problem; and the evaluation of theseniority and transversality of the Government Relations area in theorganizational structure of the Brazilian Navy. For the modeling,the Analytical Hierarchy Process was used, which explorespsychometric evaluations and is based on expert experiences. Thehierarchical structure of the problem was based on five criteria: trust,commitment, satisfaction, mutual influence, and organizationaltransparency. Data collection involved the use of a questionnaire,transmitted to Navy specialists. The recommendation of the joint useof a strategy that brings together the characteristics of GovernmentRelations obtained the highest priority for implementation.
