Abstract

Van Panchayats (VPs) in Uttarakhand are at crossroads today. Incepted in 1931, VPs were responsible for forest management under their jurisdiction, whose efficacy is now waning. It is thus worth revisiting and identifying their major issues and concerns. Historical analysis of functioning of VPs in Pauri district, Uttarakhand reveals that VPs are no longer the decision-makers in formulating the rules and regulations for forest management. Curtailment of VP powers by the State has made the community apathetic towards forest management. There is, therefore, an urgent need to address the current crisis.
