Abstract

AbstractSince the Communist Party of China (CPC) became the ruling party in 1949, it has always attached great importance to the training of grassroots officials. From the very beginning of the founding of New China, the Party has been engaged in the training of officials at all levels. By 1966, the CPC’s training of officials was aimed at taking over cities, establishing and improving government at all levels, and adapting to large-scale socialist construction. Entering a new era of reform and opening-up, the CPC has further strengthened its training of grassroots officials. With the development of the situation, the main content of training for grassroots officials has also been constantly updated, with the focus of training shifting to the training of new personnel in the “Four Standards” (revolutionary, youthful, intellectual and professional) and to improving the leadership, management and professional and technical skills of the majority of grassroots officials, and the training of officials has gradually become standardized and institutionalized. The two stages before and after the reform presented different functions and features depending on the background and content of the CPC’s training of officials and achieved different results and experiences.
