24. HUANG Yao, Comparison between Rules Relating to Responsibility of International Organization and States, Law Review, no. 2, (2007), 58–64. The author discusses the similarities and differences between the international responsibility of States and that of international organizations, in reference to the Draft Articles on Responsibility of States for Internationally Wrongful Acts and the Draft Articles on Responsibility of International Organizations adopted by the International Law Commission. According to the author, there are similarities between the two in the elements of responsibility, attribution of conduct, acts constituting a breach of an international obligation, and causes of responsibility under specific circumstances. As far as the differences are concerned, most rules on State responsibility must be modified before they can be applied to international organizations.
