Abstract

President Donald Trump signed an executive order in March aimed at holding colleges and universities that receive federal research funding accountable for protecting free speech on their campuses. The controversial order delivers on a campaign talking point by Trump that higher education hasn't been appropriately hospitable to a diversity of viewpoints, particularly conservative viewpoints, and that institutions ought to face consequences for stifling freedom of expression on their campuses.
