Abstract
The reform of three agricultural subsidies in 2015, quickly spread across the country a year later, combining the three agricultural subsidies into agricultural support and protection subsidy, this paper reviews the development of three subsidies, and based on the agricultural support and protection subsidy at all levels of government documents, respectively combing farmland fertility protection subsidy and grain moderate scale operation subsidy, evaluation the problems that exist in the implementation process of agricultural support and protection subsidy. Finally, it proposed that the government should adjust subsidies target, establish an effective supervision and restraint mechanism, improve supporting subsidies.
