Abstract

Studies of the problems of implementation report that a major portion of strategies are not implemented. While strategy implementation is itself a subject worthy of study, the implementation context poses specific challenges like higher education institutions (HEIs). The HEI context is one of heightened competition. Accordingly, this study investigates what factors influence the transformation of whatever strategic intentions exist into whatever strategic actions are taken. A case study was conducted at an HEI in southern Brazil. The study presents elements relating to factors that may influence processes leading to the implementation of strategic intentions. The study sought to contribute by providing a model that explicitates possible relationships among factors that impact implementation.
