Abstract
This article provides a retrospective look at the problems of ethics in the independent state of Lithuania, the period of Soviet Union and after the re-establishment of Lithuania’s independence. In this article, the author analyses the changing problems of ethics (red-tape, conflict of interest, bribery, abuse of authority, protectionism, corruption) in the Lithuanian public services in terms of their content, extent and forms. Although certain periods of time are characterised by smaller or larger individual problems, their essence remained almost the same throughout different stages of the public service. This conclusion points to the need to analyse the impact of Lithuanian political and administrative culture on public service ethics and other phenomena of public management.

Šiame straipsnyje pateikiamas retrospektyvus žvilgsnis į etikos problemas nepriklausomoje Lietuvos valstybėje Sovietų Sąjungos laikotarpiu ir po Lietuvos nepriklausomybės atkūrimo. Straipsnio mokslinė problema gali būti formuluojama klausimo forma: ar pasikeitė valstybės tarnautojų veikloje kylančios etikos problemos, ar pasikeitė tik jų turinys, mastai ir pasireiškimo formos. Siekiant susidaryti geresnį vaizdą apie ryškėjančias etikos problemas, analizuoti ne tik mokslininkų darbai, bet ir teisės aktai bei atskirais laikotarpiais pasirodę kritiški pasisakymai spaudoje. Atskiruose poskyriuose pirmiausia analizuojamos bendros problemos, kylančios valstybės tarnyboje (dažnai tai susiję su personalo atranka ir kt.) ir tik paskui pereinama prie valstybės tarnautojų veikloje išryškėjančių etikos problemų. Tai įvardijama kaip nereikalingo balasto problema, kai yra daug etatų ir ne per daugiausia darbo. Valašinas biurokratizmą vertina kaip darbo našumo kliūtį, bet kokio administracinio darbo pažangos stabdį, pabrėždamas, kad biurokratizmas griauna valstybės autoritetą ir „kasa griovį tarp visuomenės ir valdininkijos“. „Naujojoje Romuvoje“ buvo organizuota diskusija apie biurokratizmą Lietuvoje, kurioje dalyvavo žinomi to meto visuomenės ir kultūros veikėjai 1 lentelė. „Naujojoje Romuvoje“ vykusios diskusijos apie biurokratizmą autorių išsakytos mintys[9 10]
