Retrofitting of Noise Barriers on Tseung Kwan O Road – Challenges, Innovation and Implementation

Abstract

This paper reviewed the challenges encountered during implementation of the noise barriers retrofitting project on Tseung Kwan O Road and the team efforts placed from the employer, the consultant and the contractor in working out the optimum engineering solutions for the smooth progress of works. Innovative ideas on the traffic management for the works, foundation design in close vicinity of the twin 1,400 mm diameter fresh watermains, bearing replacement works and incorporation of vertical greening on noise barrier panels are also presented in the paper. With the common goal of the project team to complete the works in the shortest duration and the adoption of partnering approach in project implementation, the construction works commenced in September 2007 and was successfully completed in November 2009 with ZERO delay, ZERO accident and ZERO environmental exceedance.
