Abstract

Large rural development projects place heavy demands on technical assistance personnel. Even so, the management of multi-disciplinary technical assistance has only occasionally been the subject of research. Based on implementation experience in Africa and Asia, this paper identifies four major approaches to the procurement and management of technical assistance and argues that a ‘management team strategy’ offers the best prospects for implementing complex projects in resource-scarce environments.
