Abstract
Every three or four years, thousands of delegates, representing most nations of the world, gather to make decisions on the efficient and equitable use of the radio spectrum. The World Radiocommunication Conference (WRC) is held under the auspices of the International Telecommunication Union (ITU), a specialized agency of the United Nations. Most WRCs are held at the ITU's headquarters in Geneva, Switzerland, although countries occasionally offer to host the conference, as Turkey did in 2000.
