Abstract

Paper presents the results of a study to assess the impact on cost of access of Government services by citizens in manual and computerized modes. The assessment was done for six different types of services in 3 states in India. The difference between manual and computerized delivery of a service is seen as the impact of computerization. The assessment is based on surveys of nearly 300 clients (citizes/businesses) located in 16 different locations in a state. The results indicate a positive impact on travel costs and waiting time in all services. However, the impact on bribery is seen to be significant in some projects and absent in others.
