Abstract

The paper seeks to appraise the role that the land use planning system has in deciding the amount and location of new houses. In particular, attention is focused on the mechanisms available in the statutory planning framework to influence the actions of housing suppliers. The key arenas within this framework are the formulation of Regional Planning Guidance, the formulation of the Structure Plan and the Local Plans and the more detailed negotiations over housing land availability between individual local authorities and the House Builders Federation. The areas of concern raised in this interaction between regulators and providers are discussed and the technical information available to determine and justify decisions is evaluated. Attention is drawn to those housing issues which are under‐represented or disregarded in these arenas and suggestions are made for widening out the debate.
