Restructuring of Spatial Urban–Rural Linkages in the Syrian Coastal Region

Abstract

This paper aims to develop a new spatial planning scenario “SPS,” with new dimensions that extend beyond the current coastal region’s border. The goals are to provide a three-phased planning scenario—shaped “川 Chuān, river,” initiated by the urban–rural integration mode. SWOT and PESTLE analysis is applied to the information collected to propose a developmental corridor that covers the rural–agricultural economy, along with tourism backups accompanied by commercial and service outcomes in a linear structure. In parallel with the cluster agglomeration across the peri-urban areas towards the developmental urban coastal axis with a multi-use urban structure. The scenario is completed using integrated sustainable development of the Eastern-back rural area as a gateway to transport the developmental outputs toward the inland. Thus, the SPS becomes one of the most important bottom-up development approach based on the regional axes with national dimensions to achieve urban–rural balanced development after the war.
