Abstract
Following massive flooding in the spring of 1997, the cities of Grand Forks, North Dakota, and East Grand Forks, Minnesota, teamed up with the U.S. Army Corps of Engineers to implement a comprehensive flood protection system. In addition to constructing numerous flood barriers, the $409-million effort removed hundreds of structures from the floodplain, affording space for flood storage as well as new recreational features.
